The citizens of Fura City celebrate the Wind Festival annually.
On the final day of the festival, the Legendary Pokemon Lugia bestows the blessings of the wind upon them. Among the citizens are a high school girl called Lisa who is just starting out as a Pokemon trainer; a guy named Karachi who can`t stop lying to researcher Torito, who lacks confidence in himself; an old lady named Hisui who hates touching Pokemon; and a mysterious young girl Rarugo who watches over the forest by herself.
