Ruka has been unable to adapt to her surroundings, but she takes solace from her loneliness in the aquarium that her father works in.
When two boys, Umi and Sora, who were raised in the sea by dugongs, are brought to the aquarium, curious Ruka makes fast friends with them and learns of their supernatural powers. Umi and Sora's special power seems to be connected to strange events that have been occurring more and more frequently, such as the migration of all the creatures in the sea to Japan. Unfortunately, there are some who are keen to take advantage of these paranormal phenomena.
